 LONG BEACH, CA., June 12, 1998 – Earth Tech today announced that Douglas Herbst, a well-known operational services and privatization industry veteran, has joined the company’s Total Water Management Division as senior vice president.

Herbst’s responsibilities will include business development activities nationwide for Earth Tech’s growing contract operations and privatization services for municipal and private industry clients. He will be located in the company’s Grand Rapids, Michigan office.

"His well-regarded reputation in the industry will help us achieve our strategic growth objectives to be one of the leading providers of contract operations and privatization services."

Most recently with Professional Services Group (PSG), Herbst has more than 20 years of experience in the water and wastewater field and in the structuring of privatization (public-private partnership) transactions. He is one of the pioneers who developed the privatization concept for the water and wastewater industry in the U.S. Herbst also worked for the U.S. EPA during the construction grants program.

His experience includes project development and consulting with an emphasis on the use of public-private partnerships and other innovative institutional, financial and operational arrangements. Herbst has provided financial/privatization advisory services to government clients evaluating and selecting development and financing strategies. He also has been involved in assessing and establishing institutional arrangements, negotiating service agreements and financing arrangements, and implementing water and wastewater privatization projects.

Herbst has a bachelor’s degree in physics and master of science degree in environmental engineering. He currently serves as president of the National Council for Public-Private Partnerships.
